Complete Wish Upon the Moon III
To unlock the Swim, Gulpuff, Swim Stall, you need to complete the Wish Upon the Moon III lodge tale. You will need 120000 Operation Funds to build this stall, so be sure to stock up on those!

Talk to the Elder
Talk to the elder by the riverside. After the cutscene, Jiyan will contact you for a special request.
Find the 3 Soldiers
Jiyan will ask your help to reach out to 3 soldiers in Huanglong. One will be located in Jinzhou and the last two will be located in Desorock Highlands.

Talk to Jiyan
After reaching out to the 3 soldiers, talk to Jiyan at the soldier headquarters north of Norfall Pass Resonance Beacon to complete the quest.

Unlock Jiyan As Companion
Completing Swim, Gulpuff, Swim's side quest will unlock Jiyan as your companion for the By Moon's Grace stall event.
