You can get this Nickel Ingot in a chest with two locks inside the largest church in Saint Hadrian's Priory. You can get the first one by going down in a well near it. You can find the second one in the church in front of it. After getting all of them, unlock the chest to get the Nickel Ingot.

Inside of the church tower; you must shoot down a ladder first to be able to climb up to the landing where the chest is.
