The same person that has he needs to stay still to do damage. His crouching bonus moves into his dash! So you can crouch>move for that big burst, dodge>spin attack and repeat infinitely. Then when he gets his energy up cuase of the spin dodge attack, you use that in crouch and BAM big numbers.

Looking at it again, I think they might have confused Nekomatas VAs with Billys.
I think the author got a bit confused on the English VA, it wasn't Alice Himora, the EN VA behind Nekomiya Mana (from Alice's own Twitter and the official ZZZ Twitter) although she did voice one of his guns in a video (according to her Twitter.) his EN VA according to a tweet from the official ZZZ Twitter is Clifford Chapin.
im glad everyone else agrees that whoever made this page aka whoever put billy as a tier 4 is a HUGE fucking LIAR and probably sucks balls at zzz
Listen, not everyone can be Super Starlight, but when it comes to cleaning up the mob enemies, there is literally no one who will do it better or more efficiently.... besides that stray cat we- err. Anyway, at least consider my Acceptable, since I am the best in my field at clearing waves of enemies!
I don't understand this sentence: "While Billy is a safe DPS since his attacks are ranged, he has limited AoE options, so he may struggle against multiple enemies." I use Billy only, because is best AoE. Specifically: Dash-AoE attack-Dash-AoE attack-Dash-AoE attack-Dash-AoE attack-unlimited time... Who wrote that sentence???

I love this character, so disappointed for the damage because his gameplay is really enjoyable
In my experience he's literally the best multiple enemy hit assistance and also dodging too besides of that he's also a quick dazer when it comes to a weak enemy types
I believe he's most likely underrated due to people simply not playing him right, i doubt a lot of people realize he has heavy damage falloff on all his attacks and that his passive actually effects all of his other attacks. Over time i believe once people give him another chance rather than just dismissing him as a crappy ranged beginner dps because they tried to snipe with him he'll end up higher in tier lists.
Fun to play, his pro is high ultimate & chain attack dmg with widest aoe. His normal atk and dash atk look cooled but very low dmg.
