The presence of noteworthy characters in the E or D tier doesn't mean they're bad, I think it's because there are so many better characters than them that they're in a lower tier.

Lucas: amazing combos if you can use him
Ness has powerful PK fire, and his PK Thunder 2 is even more powerful. His yo-yo can even prevent his opponent from returning to the field, causing him to suffer a stroke. This character will definitely rise one day.
