Go to Shieldmaker's Yard in Wincestre to get this Tungsten Ingot. You can find the ingot in a locked chest in a house near the locals create shields. Grab the chest key on a table outside. Then, get inside the house by going through the window in the back. Destroy the wooden wall on the top and climb it to get to the chest.

You can find this Tungsten Ingot southwest of Shieldmaker'sYard in Wincestre, inside the building with tons of silver. You'll have to find the two chest keys first to get the ingot. Get the first one on top of the building where the building is. You can get the second one in a house in front of where the ingot is.
