    this picture is of the top for the set called "Clean Posture", while the item being looked for is the overshirt "Crisp Design"... so this is the wrong picture

    Go to Garrison of the Paladins TP and then take the cannon up. Do the side quest up the rope ladder and then you'll see the chest.

    In order to access the random quest that makes this chest spawn, you have to have finished the Wishful Aurosa quest as well

    In order to find the chest you must first do the side-quest with the 2 fairies, near the marked area on the map, after that you can access the top where the chest is.
