Warped_Legion explains that to be able to do it on Xbox, one can switch the view to third person by pressing the right bumper to switch to third person, hold the right bumper button down and then move the left stick backwards to zoom out or forward to zoom it in. On PC, you can do the perspective switch from first-person to third-person using the F key and use the mouse to zoom it in and out.
