It was announced by ATLUS that the game is releasing at November 17, 2023 during the Nintendo Direct on June 2023. No release time has been specified yet.

Persona 5 Tactica First Impressions
Persona 5 Tactica looks like a fun game that would give a decent enough challenge to fans of the XCOM gameplay. However, it doesn't seem like there are accuracy checks for using cover. Instead, there are added resistances applied to characters behind barricades and whatnot.
Fans of Persona 5 can look forward to, of course, seeing all the characters they know and love from the main game, such as Joker, Panther and Morgana. We are also introduced to the Triple Threat attack, a move that players can perform against downed enemies surrounded by your allies. It looks similar to the All-Out Attack mechanic in Persona 5 and looks like a fun mechanic to play around with. However, it seems more like something used to add flair to the gameplay, rather than something necessary for defeating strong foes.
In Persona 5, the opportunity to initiate an All-Out Attack came with the choice to initiate a Negotiation instead. Doing so may provide the player with money, items, or even a new ally to summon. Hopefully, this mechanic also makes it into the final game, as it adds another win condition for every fight.
The game will feature the Phantom Thieves from the original Persona 5 game and a new character Erina, a spear-wielding revolutionary who serves as the key person to the game's plot. For fans of Sumire Yoshizawa from Persona 5 Royal and Goro Akechi, they will be available in the game through the Repaint Your Heart DLC.

The Phantom Thieves are transported to a mysterious realm where they meet Erina, a revolutionary figure. Together, they must fight against the armies that have seized control of their world.
Persona 5 Tactica Gameplay
Persona 5 Tactica is a tactical turn-based strategy shooter similar to the XCOM series where players can choose from various attacks and skills against their enemies. But instead of guns and grenades, the Phantom Thieves have access to their signature weapons and their Personas, powerful manifestations of their personalities that possess a wide variety of skills to turn the tide of the battle. Variety in character playstyle is provided through the game's Persona Fusion feature, a staple feature in other older series games, such as Persona 4 and the Shin Megami Tensei games.
Based on information released by ATLUS, the game has a few features that encourage you to replay stages and farm points you'll need in order to unlock more skills for your characters.
Quests
As you progress through the main story, Quests will pop up. These mini-missions have different objectives ranging from wiping out all enemies in a single turn to hitting a simple box with a melee attack. As a reward for your efforts, you will earn Growth Points (GP), which you can use to unlock new skills in the game's skill tree. More skills means a more powerful character who can wipe the floor with enemies. Each quest also offer unique storylines that unlock new conversations with Joker's friends.
Replay
Even though you've beaten a stage, it doesn't mean that you can't beat it again! Replaying stages will not only get you more EXP and money, but better Personas. Each stage will also have bonus challenges which, upon completion, will show that the stage was 3-starred, meaning it was finished perfectly.
New Game+
Last, but not the least, New Game+ will allow players to go through the entire game all over again, but with all the progress they've made with the Persona Compendium (the game's encyclopedia), as well as the money, Personas, and experience points they've made during their previous playthrough. Play the game again and complete the Persona Compendium to unlock special rewards.
Painting
Introduced in Persona 5 Tactica's "Repaint You Heart Challenge Pack," the painting mechanic will allow characters' attacks to paint the surrounding area with the team's color. Enemies standing in the painted area will not be able to guard and will be more susceptible to getting knocked down. This effect also applies to your own team. This mechanic brings an entirely new layer to the game's combat system, preventing covers from being an all-encompassing defensive tool.

In the trailer, it explained the plot of the game and gameplay that players will experience. It also re-introduced the Fuse ability, which is a familiar ability from the previous Persona games and the new all-out attack, Triple Threat.
Players can combine different personas to create more powerful and formidable entities with the Fuse ability. This mechanic adds depth and customization options to the gameplay.
Triple Threat is a brand new all-out attack that players can utilize to unleash devastating strikes against their adversaries. This powerful maneuver demonstrates the team's synergy and coordination as they unleash their collective might to overwhelm and defeat their enemies.
