The way to unlock the Post-Game world in Persona 5 Strikers is very simple, as the only requirement for the unlock is to complete the main storyline of the game. From there, you will be transported to the Velvet Room, and after a brief conversation will be able to freely explore different Jails, right before the final fight against the Demiurge.
Persona 5 Strikers features a New Game Plus mode, which allows you to replay the main storyline with the weapons, levels, items and Personas that you had during your first run through the game – all under an optional difficulty called Merciless. This mode is particularly helpful for people who are hunting for Trophies, or simply wish to experience the story under a different light.

An optional Persona for you to pursue, Lucifer is technically only attainable if you begin a New Game Plus mode, but the Personas required to go for a fusion for Lucifer are all easier to chase after in the Post-Game world.

Apart from the normal requests that you receive throughout the course of the game, several new ones will pop up in your Requests page once you enter the Post-Game world. These include Painful Past requests and other challenges that you need to complete to be able to challenge The Reaper – another Post-Game unlock.

Although they are available to fight against as soon as you clear a Jail, the Powerful Shadows are best to fight against when you reach the Post-Game world, as you most likely would have levelled up well enough as well as have the best weapons to easily fight against these enemies. Taking on each one is just one step to unlock The Reaper.
Powerful Shadows | Persona 5 Strikers
An optional boss that can only be unlocked once you have completed everything else in the game, including fighting against the unmarked Dire Shadows. As a more powerful boss than even the main story's final enemy, The Reaper is an extra challenge that you must overcome if you wish to get al the trophies in Persona 5 Strikers.
