While the main assumption is that you must fuse the Persona to inherit each requested skill, if you happen to have the necessary skill card you can save time and money by simply using it on the Persona to fulfill the request.

Have a Kaiwan persona levelled up to 37. Prior levels will allow it to learn the Technical Adept skill. Combine it with a Lvl. 40 Kikuri-Hime to produce Queen Mab, and make sure it inherits Technical Adept.
