You will unlock the Explosive Arrow ranged weapon along with Heavy Arrow and Longbow after clearing The Curse of Uchitsune Mythic Tale.
The Curse of Uchitsune Side Quest Walkthrough
In order to upgrade your Explosive Arrow, you will need to speak to a Trapper found in various towns or settlements. This will require Predator Hides in order to do so.
