You will unlock the Smoke Bomb ghost weapon after building your legend enough to achieve a higher legend title. You can select the Smoke Bomb starting from the third title as Kunai is the only available option upon reaching the second title.
In order to upgrade your Smoke Bomb, you will need to speak to a Trapper found in various towns or settlements. This will require Predator Hides in order to do so.

These upgrades can be unlocked after you have obtained the Smoke Bomb. Go to the Techniques tab of the character menu then select the Ghost category. Each upgrade requires technique points to unlock.
