Although players cannot 'build' roads from scratch per se, they can locate destroyed roads from before the Death Stranding, and contribute materials to restore them to a usable state and bring unity back to America. To restore roads, players will need to locate “Auto-Pavers” scattered around the map, and contribute materials until the Auto-Paver has the required amount to restore the road. The types of materials needed to restore roads are essentially the same everywhere, but keep in mind that the quantity of each material required differs depending on the location.
When you contribute materials to partially restore a road, the materials will be shared with other players, who can contribute their own materials to finish restoring the road. It's not easy for one player to get together all the materials needed to restore a road, but when playing online, you'll find new roads popping up left and right thanks to the contributions of players working together.
Differences between Online and Offline Play
When choosing a road to restore, try starting from roads close to nearby bases. Easy access to a base will allow you to carry materials for the road efficiently, and on top of that, other players visiting the same base will pass by its nearby roads without a doubt, and the chances for a quick restoration will be that much higher.
After you've built a road close to a base until it's extended out to a farther area, load Materials into a Truck and take it out on your shiny new road, carrying the Materials out to new frontiers. That way, when building roads farther away from home, you won't have to lug materials from the base every time - it's as easy as driving there and back.
