Upon entering the cave inside Richard's Villa, head north and you will find a different another exit. Go towards the north east side of the field near the Slime Key, and from there you will spot the Piece of Heart. Use your boots to dash and then jump to the other side and grab it.
Note: You can actually obtain this Heart Piece with Roc's Feather alone (before obtaining the boots), but it will become much easier after you do have them.
