You can unlock Seirai Stormchasers quest series by talking to Katheryne in Inazuma. You will then be asked to find and talk to Eiko in Seirai Island.
Alternatively, you can also unlock the quest by going straight to Eiko's location!

Seirai Stormchasers is a World Quest Chain in the Seirai Island of Inazuma! Join the Adventurers Eiko and Taisuke in uncovering the mystery of Seirai Island's constant thunderstorms.
This quest chain is the only way to unlock the Thunder Manifestation, the Electro variation of the Oceanid boss introduced in Version 2.1!
